Higher Education Support Act 2003 Guidelines

The HESA 2003 guidelines are delegated legislation authorised by the Act and must be presented to both Houses of the Parliament. They can be disallowed (vetoed) by a motion agreed to by either House of Parliament within 15 sitting days of tabling.

Collaboration and Structural Reform Fund (CASR) Guidelines (draft)

The CASR Guidelines set out:

  • CASR’s objective, which is to achieve better higher education outcomes in teaching, learning, research and innovation by promoting structural reform in the sector and/or collaboration between universities and other education providers, business and industry, regional communities and other organisations.
     
  • Who is eligible to receive funding and the restrictions on how the funding may be spent.

Accompanying the draft guidelines is an information document for applicants and grant recipients, which details conditions to which grants may be subject. Under HESA, it is possible to impose grant conditions either by way of guidelines or by way of a Ministerial determination, but not both. As grant conditions may vary among projects and recipients, they will not be specified in the guidelines, but will be determined by the Minister for each project.

Subject to the guidelines being finalised, applications will be sought in July/August 2004 for an initial funding round, with projects commencing in 2005.


Consultation Process

The draft CASR Guidelines are available for public comment and will be tabled in Parliament in June or August 2004.
