Higher Education Support Act 2003 Guidelines

The HESA 2003 guidelines are delegated legislation authorised by the Act and must be presented to both Houses of the Parliament. They can be disallowed (vetoed) by a motion agreed to by either House of Parliament within 15 sitting days of tabling.

Other Grants Guidelines - Research Training Scheme (RTS)

The draft RTS Guidelines which incorporate the new funding model developed by the Australian Vice-Chancellors’ Committee are available for comment from the sector. The RTS Guidelines specify that:

  • in accordance with s41-15(1) of the Higher Education Support Act 2003 (HESA), the RTS is a programme under which grants can be paid for the purposes of supporting the training of research students.

The draft Guidelines also set out the objectives of the RTS which are to:

  • enhance the quality of research training provision in Australia;
  • improve the responsiveness of higher education providers to the needs of their research students;
  • encourage higher education providers to develop their own research training profiles;
  • ensure the relevance of research degree programmes to labour market requirements; and
  • improve the efficiency and effectiveness of research training.

Other Grants Guidelines - Grants to Support Research by, and the Research Capability of, Higher Education Providers

Research Infrastructure Block Grants (RIBG) and Institutional Grants Scheme (IGS)

The draft RIBG and IGS Guidelines are now available for comment from the sector. These guidelines specify that:

  • in accordance with s41-15(1) of the Higher Education Support Act 2003 (HESA), RIBG and IGS as programmes under which grant can be paid for the purpose of supporting higher education providers’ research and research training activities.

These guidelines specify the objectives of RIBG which are to:

  • enhance the development and maintenance of research infrastructure in HEPs for the support of high quality research in all disciplines;
  • meet project-related infrastructure costs associated with Australian Competitive Grants;
  • remedy deficiencies in current research infrastructure;
  • ensure that areas of recognised research potential, in which HEPs have taken steps to initiate high quality research activity, have access to the support necessary for development; and
  • provide for travel costs to allow participation in international consortia.

These guidelines also specify the objective of IGS which is to maintain and strengthen Australia’s knowledge base and research capabilities by developing an effective research and research training system in the higher education sector.


The finalised RTS, RIBG and IGS Guidelines were gazetted on 9 December 2004 and will be tabled as part of Amendment 1 to Other Grant Guidelines when Parliament resumes in February 2005.
