Higher Education Support Act 2003 Guidelines
The HESA 2003 guidelines are delegated legislation authorised by
the Act and must be presented to both Houses of the Parliament. They can be
disallowed (vetoed) by a motion agreed to by either House of Parliament
within 15 sitting days of tabling.
Systemic Infrastructure Initiative Guidelines
These Guidelines are substantially the same as those that have been in
existence since the establishment of the Systemic Infrastructure Initiative
in 2001.
The Systemic Infrastructure Initiative Guidelines set out:
- to establish the Systemic Infrastructure Initiative as a programme for
the purposes of subsection 41-15(1) of the Act and to specify the matters
listed in subsection 41-15(2) of HESA 2003.
- the purpose of the Systemic Infrastructure Initiative which is to
provide additional funding to upgrade the systemic research infrastructure
resources of universities on a system-wide basis to support world-class
research and research training.
- the objective of the Systemic Infrastructure Initiative which is to
provide funding for innovative approaches to meet demonstrated need for:
infrastructure which links or expands access to shared facilities, such as
library infrastructure, national information technology frameworks and
supporting infrastructure; specialised equipment; new infrastructure;
co-operative initiatives based on international standards and
specifications; or to support specialised requirements of national
importance.
The finalised Systemic Infrastructure Initiative Guidelines were gazetted on
9 December 2004 and will be tabled as part of Amendment No. 1 to Other
Grant Guidelines when Parliament resumes in February 2005.
