Newsletter 3IntroductionSeptember 2003It’s been a couple of big weeks here at DEST – in fact we’ve had many big weeks and months leading up to the point where the bills covering the higher education reforms were introduced into the House of Representatives by the Minister. Dr Nelson introduced the bills on the morning of Wednesday 18 September and the Department briefed Vice-Chancellors and other key stakeholders on the legislation the following day in Canberra. On Monday 22 September Dr Nelson and the Minister for Employment and Workplace Relations, Mr Tony Abbott, released the Higher Education Workplace Relations Requirements (HEWRR). Implementation of reforms associated with the legislation has been ongoing and includes the following: State and Territory governments and publicly-funded universities have been invited to make submissions on the distribution of places. The team involved with the evaluation of Knowledge and Innovation reforms have been busy holding consultation workshops in the major capital cities. They released their issues paper in August and are still accepting submissions. The HEIMS team has held a number of meetings with their various external governance bodies and we have developed an online sharespace for members of the three groups to continue discussions and provide feedback on this complex initiative. The Department and the Australian Universities Teaching Committee has started their consultations with the sector on the establishment of the National Institute for Learning and Teaching in Higher Education. Their discussion paper was released earlier in the month and they are inviting comments from the sector. The Minister announced the allocation of 210 new nursing places in 2004. Coming up in October is the special meeting of the Joint Committee of Higher Education to discuss the recommendations relating to the reforms of higher education arising from the MCEETYA meeting held in July. I would like to thank everyone who has been involved in the consultations so far and look forward to many more productive meetings.
