197 The consultative questions and the issues raised in this paper are not exhaustive. They are intended to prompt and assist an open process of discussion throughout the Australian community. Other issues should and will arise through responses to this paper and in the course of consultations.

198  A list of recommended readings is attached. These provide more detailed exploration of many of the issues.

199  The Government welcomes an open and frank debate about the next steps that need to be taken in developing Australian higher education policy.
