Higher Education Review ProcessMeeting the Challenges: the Governance and Management of Universitiespurpose of issues papersThe Ministerial discussion paper Higher Education at the Crossroads raised a wide range of issues and challenges facing the Australian higher education sector. It was intended to stimulate a public debate on the future directions for the sector. It is to be followed by a number of focused issues papers, which will examine in greater detail some of the major challenges raised in the overview paper. The issues papers will be informed by perspectives that have been raised through the consultation and submission processes, and will canvass options for policy directions. They will identify some, but not all, of the possible responses. They will not make recommendations. Papers already produced cover the quality of teaching and learning in higher education; the financing of higher education; diversity, specialisation and regional engagement; and achieving outcomes for indigenous Australians in higher education. This paper, Meeting the Challenges: the Governance and Management of Universities, explores issues in relation to governance, management and workplace relations. The last paper in the series will cover the interface between higher education and vocational education and training. submissionsYour comments on the issues raised in this paper are invited.
