Higher Education Review ProcessVarieties of Excellence: Diversity, Specialisation and Regional EngagementpurposeThe Ministerial discussion paper Higher Education at the Crossroads (Nelson, 2002) raised a wide range of issues and challenges facing the Australian higher education sector. It was intended to stimulate a public debate on the future directions for the sector. It is to be followed by a number of focused discussion papers, which will examine in greater detail some of the major challenges raised in the overview paper. The discussion papers will be informed by perspectives that have been raised through the consultation and the submission process, and options for policy directions. They will identify some but not all possible responses but not make recommendations. This paper, Varieties of Excellence: Diversity, Specialisation and Regional Engagement, canvasses some possibilities for a policy framework for Australian higher education in which an overt goal is an appropriately and responsibly diverse and specialised sector. Other papers in the series cover the financing of higher education; the governance and management of universities; the links between higher education and vocational training; Indigenous involvement in higher education and the quality of learning, teaching and scholarship. submissionsYour comments on the issues raised in this paper are invited.
